1986 to 1997
- INACAP; Education. Rector.
Responsible for a process reengineering of the whole institution, we increased the number of students from 11.000 to almost 50.000. INACAP is today, due to that process, the biggest education institution in Chile with infrastructure throughout the country. (www.inacap.cl)
1985 to 1987
- Confederación de la Producción y del Comercio, CPC (Confederation for Production and Commerce). General Advisor and Economic Advisor to the President of the Association that groups and represents the Chilean business community. - MACHASA. Management; Responsible in charge of the realization of assets and liquidation of liabilities of this large textile complex.
1980 -1982
- Central Bank of Chile. Member of the team responsible for the intervention to the private bank system; in charge of the liquidation of assets as a way to solve the financial difficulties due to mismanagement and to the 80´s international economic crisis.
1974 to 1981
- National Planning Office (ODEPLAN, today known as MIDEPLAN, www.mideplan.cl)
- Member of the economic team responsible for the Income and Value added Tax
Reform. Responsible to search every loophole in the former system that was part of
the economic crisis. These works were later published by the Dirección de
Presupuestos, an agency in the Chilean Treasury Department.
- Chief Officer in the Study Department; Responsible for:
- A new legislation for the aero commercial navigation, member of the
Junta de Navegación Aérea.
- A new legislation to deal with trade by maritime routes. The goal was to
find efficiency in the use of maritime ports and to lower the cost of
transportation, founding the basis for a new strategy for the Chilean
trade with the World.
- A plan to liberalize the ordinary services for the citizens.
- A new pricing structure for the telephonic and electric services. Member
of the Board in the state owned Telephone Company and in the National
Post Office.
- “Extensions or densities for Cities” Guide for urban planning decisions
and the new legislation on that subject.
1979 to 1980
- ODEPA (The most important State planning office in Chile, www.odepa.cl, part of the Department of Agriculture). Director; Responsible for:
- Insisting in the necessary transparency of agricultural prices.
- The creation of a Fund and Team of Investigations to evaluate projects under a social
economic approach. This Fund still exists.
- Changing the agricultural paradigm of production from collective work on public
land to privately owned properties.
- The elimination and simplification of the means under which the agricultural land
could be divided. Changing the law and forbidding fields to be subdivided bellow
5,000 square meters.
1978 to 1979

1975 -1977 Master Of Arts in Economics in the University of Chicago; with professors such as Mr. Gary Becker, Mr. Milton Friedman, Mr. Theodore Schultz, Mr. Arnold Harberger, Mr. Robert Lucas, Mr. George Stigler and Mr. Harry Johnson.
1974 BS Economist at University of Chile; Graduated magna cum-laude.
